I've been thinking about it, and the main reason I don't think it's Mayuri, Urahara, and/or Hiyori is because the silhouettes' identities are hidden. Why hide Urahara from view if a) we already know he's going to be involved with the development of the Hougyoku and b) these chapters revolve around his time in Soul Society? It doesn't really make sense. The reason Kubo Tite is hiding the identities is because it's not who we think it is.

And you're right in saying that it isn't Gin's style of talking. Gin speaks in the same dialect as Shinji, I believe, and I'm sure we'd be able to notice if it were he who was speaking. Maybe there are some other players whom we aren't aware of just yet.

But yeah, dudemanguy (most redundant username on the planet??), it's been mentioned before. Back in the bankai-training scene between Ichigo and Yoruichi they mention it (which is, I assume, what you mean when you say Episode 126). And I'm also pretty sure it was mentioned elsewhere...I may be mistaken, though...

Actually, read both LQ and HQ. There are times when the LQ team gets everything in there, but, it's also nice to see the HQ version as well in case the LQ team misses or cuts something off. Though, wait for the HQ if you're not that into Bleach.

 Huh, wow, I lied. It's first mentioned that Urahara was the 12th Squad Captain back in episooddee....wow, 47. Yoruichui actually explicitly says, "[Urahara is] the previous 12th Squad Captain of the Thirteen Squads, and on top of that, the founder and First Bureau Chief of the Technological Development Bureau."

But I knew that it was before episode 126 because Ichigo trains for bankai wayyyy before that. He's probably getting his vaizard abilities around 126, or close.

 Ugh, being called a dork on a manga thread is pretty fucking humbling...But I do have too much free time. I've already commented four times on this page, and I had time to go looking in old episodes. I'd argue that the life of a teenager isn't too demanding, but I'm taking five AP exams, and they start next week...so that'd be a lie. Eh, whatever--I'm a senior in high school, and the year's about to end. Not to mention that I've already been accepted to college. I can be allowed to surf Bleach7 a bit more than usual.
